Some records from before 1991 may be incomplete and missing information - PSS says they do not know the reasons for this.
In some other cases, what was recorded was minimal and appeared to be how records were completed at that time.
From 1991 onwards, records are more intact and fuller information about a person’s time in care is recorded.
