1 January 1977 – 31 December 1989: the Department of Māori Affairs Te Puni Kokiri partly funded the programme and had oversight.
1989 - 2012: run by Te Whakapakari Youth Trust and funded by Dept of Social Welfare (third-party provider to State, non-faith-based).
