Started in 1977 as a survival course to help rangatahi Māori recover from drug and solvent addiction. Partly funded by the Department of Māori Affairs until 1989. From 1989 until 2012, it was run by Te Whakapakari Youth Trust and funded by Dept of Social Welfare (third-party provider to State, non-faith-based).
